Police may see a transaction where the underlying evidence shows only fragments of an interaction

Surveillance frequently records movements without capturing what was actually said or exchanged. Meetings, short visits, vehicle stops, or hand movements can acquire significance only after investigators interpret them through the theory of the case.

Messages can also be ambiguous. Slang, shorthand, prices, quantities, nicknames, and coded expressions may require context before they can reliably be connected to a controlled substance or particular transaction.
Physical evidence can strengthen or weaken those interpretations. Drugs, cash, packaging, scales, customer lists, phones, and fingerprints may be relied upon, but the connection between each item and the accused must still be established.
